CHAMPAIGN COUNTY, IL (Chambana Today) Two local public servants have been recognized among the state’s best through the Outstanding Young Persons of Illinois (TOYP) Awards, a program that honors individuals ages 18 to 40 for excellence in their professions and a strong commitment to community service.

Champaign Police Lieutenant Kaitlin Fisher was honored in the category of personal improvement and/or accomplishment. Fisher serves as the Southwest District commander and has built a reputation for strong leadership within the department. Beyond her law enforcement role, she is actively involved in developing future leaders through her work co-coordinating Camp Fury, a program of the Girl Scouts of Central Illinois. The initiative gives young women hands-on exposure to careers in fire and police services, helping build confidence and expand opportunities in public safety fields.

Brad Hardcastle, a system administrator for METCAD 9-1-1, received recognition in the category of humanitarian and/or voluntary leadership. Hardcastle also serves as city clerk for the City of Hoopeston and is widely known for his extensive volunteer efforts. He contributes as an auxiliary officer with the Hoopeston Police Department and is an active member of the Hoopeston Emergency Management Agency.

In addition, Hardcastle has played a significant role in the Hoopeston Jaycees, serving as president, treasurer, and chair of the National Sweetcorn Festival. His dedication to service across multiple organizations reflects a deep commitment to strengthening his community.
