URBANA, IL (Chambana Today) — Champaign County Executive Steve Summers has signed an executive order outlining new requirements for federal immigration enforcement activities on county-owned property under the control of his office.

Executive Order 2026-01, which took effect Feb. 17, requires federal officials conducting immigration enforcement on county property to present a judicial warrant to the facility’s security or reception office. County staff who are presented with a warrant must immediately notify their supervisor and the County Executive’s Office.

The order also states that federal agents must remove face coverings and ensure their agency-issued badges remain visible throughout enforcement operations on county property.

Summers cited concerns raised by residents about the scale and methods of federal immigration enforcement, including reports of due process violations and detentions of U.S. citizens and legal residents without charges. The order states that such reports have led some county residents to fear leaving their homes.

The executive order affirms the county’s commitment to protecting constitutional rights, equal protection under the law and equal access to government services, regardless of race, religion, immigration status or national origin. It also states that unauthorized use of county property or personnel to facilitate immigration enforcement interferes with the county’s authority over its own facilities and staff.

The order applies to county-owned property under the executive branch and does not override state or federal law in the event of a conflict.
